L.A. County unlikely to fight probation takeover — as long as receiver battles problem staffers

L.A. County supervisors say they’re open to the idea of a receiver taking over control of the troubled juvenile halls. But for it work, they say the receiver must go after union contracts and civil service protections that they say keeps problem employees on the payroll.
