California's planet-warming emissions declined in 2017, even as its biggest pollution source keeps rising

California’s greenhouse gas emissions declined overall in 2017, remaining below the 2020 target set by the state. But transportation emissions continued to rise, while other sectors remained flat, according to data released by the California Air Resources Board.
