Halloween poses a unique challenge for 15-year-old Reina Fischer, whose wheelchair makes it difficult for her to find costumes. But after her parents wrote a letter to a national non-profit, two students and an instructor at Silicon Valley Career Technical Education Center teamed up to build something special for her.
