City Council committee advances measure to limit LAPD's less-lethal weapons at protests

Councilmember Hugo Soto Martinez is leading a push for an ordinance to prohibit the LAPD from using “kinetic energy projectiles” or “chemical agents” unless officers are threatened with violence. Police officials have argued officers need discretion to use the weapons during moments of chaos.
