Benicia orders residents to reduce water use following ‘significant' damage to water line

An arrest has been made after two women and a man were fatally shot in South San Jose, police said Wednesday.

Police identified the suspect as Joseph Vicencio, who was taken into custody on Wednesday in San Jose. Vicencio, 27, was booked into Santa Clara County Jail for murder, police said. Booking records show Vincencio is being held without bail

Mayor Matt Mahan said one of the victims was a city employee in the housing department named Max Ryan.

“It’s heartbreaking,” Mahan said.

Police early Tuesday morning found a woman shot outside of a home on Chynoweth Avenue. Officers then found two more victims, another woman and a man, inside a nearby condo.

One of the victims has been identified as a 26-year-old woman named Tarrah Lynn Taylor of San Jose, officials said. The Santa Clara County Coroner’s Office has not yet identified the other victim.

The motive and circumstances surrounding the incident are still under investigation. Police have not shared what connection the suspect may have had with the victims.

The mayor said the city is offering counseling to housing department staff grieving over the death of their coworker.

The shooting marked San Jose’s 19th, 20th, and 21st homicides of 2025.

Michael Leininger, a law enforcement analyst and a retired San Jose Police sergeant, noted the police were able to make an arrest very quickly in this case.

“They’ve already spoken with witnesses, they’ve done a neighborhood canvass, they’ve checked for ring cameras and other cameras, and they’ve already checked the address for prior police activity,” Leininger said.

Vincencio was also arrested in 2019 for firing a gun on San Jose State University’s campus. No one was hurt in that incident. We are working to confirm whether he was convicted in that case.

Leininger said that from a police perspective, “you don’t want this individual to walk away.”

“He will be charged appropriately,” Leininger added.

In the neighborhood where this crime happened, residents told NBC Bay Area that a couple had been living at the condo for less than six months.

Neighbors said they were rattled to hear of these shootings happening so close to home.

“Once this happens, we get scared because something like that could happen to us, too,” said neighbor Nisha Vahora.

San Jose Police are asking anyone with information on this case to get in touch with them.
