Skelton: There's a new Proposition 13. It would send billions to California schools that need it

The latest Proposition 13 is an eye-glazing $15-billion state bond issue for education facilities spanning pre-kindergarten through the university systems. It has nothing to do with the original Proposition 13 — at least directly.
