New California laws take effect July 1

The second half of the year begins Tuesday, and new laws will be taking effect.

One new law involves the gas pump. Starting Tuesday, fuel producers have to blend in more clean fuels or buy emmissions credits to meet low-carbon standards, and both are more expensive. Also, the excise tax will raise prices by 2 cents a gallon to adjust for inflation.

The good news is average fuel prices are down, according to GasBuddy. In San Jose, prices are 30 cents lower than a month ago and 16 cents lower than a year ago.

Another new law focuses on subscriptions. Businesses will be required to send annual auto-renewal reminders to subscribers, which must include a “click to cancel” option.

Also starting Tuesday, bars and restaurants will have to work harder to keep you safe. They’ll have to provide lids for drinks, offer drink-spiking drug tests and put signage up saying “Don’t get roofied; ask staff for details,” roofies being the so-called date-rape drug.

One law not taking effect Tuesday is a state SEIU workers’ state mandated return to the office. The workers will be allowed to continue working from home thanks to a deal between the service-workers union and the state.

Those employees are now slated to return to in-person work next year, provided the governor and lawmakers approve the deal.
